When viewed through an operational lens, governance is not just oversight, accountability structure, or decision authority. Governance is the act of regulating organizational effort towards organizational values.


This differentiates traditional approaches — Compliance 1 — focused on procedural compliance. It defines Compliance 2: Operational Compliance.


When it comes to regulatory design, there are four primary types, each requiring its own approach. These cross the spectrum between ENDS and MEANS:


▸ Macro-Ends → Outcomes

▸ Micro-Ends → Targets

▸ Macro-Means → Practices

▸ Micro-Means → Rules


These map to obligations associated with outcomes, performance targets, practice standards, and rules.


Each type of obligation requires a different means of regulation:


▸ We use processes and procedures to adhere to rules.

▸ We use management systems to conform to standard practices.

▸ We use management programs to achieve performance targets.

▸ We use governance to advance outcome goals.


These do not operate in isolation.


Together, these functions regulate the organization — bridging the gap between the ENDS and the MEANS.


▸ Governance regulates Programs (Measure of Effectiveness)

▸ Programs regulate Systems (Measure of Performance)

▸ Systems regulate Processes (Measure of Conformance)

▸ Processes regulate Work (Measure of Adherence)


This is more than an integrated stack. It is an integrative system of systems. It's what happens in between that ensures all obligations are met. This is the Measure of Integrity (MoI).
